Every second police encounter in India is fake

Shameful act-National Human Right Commission Failed to Act

The report “Since October 1993, 2560 cases of police encounters have been brought into the notice of National Human Rights Commission (NHRC). Of them, according to the NHRC, 1224 cases have been found fake encounters. It means that roughly every second police encounter is fake in the country.”

The report has helped to build up my confidence that still there is some mechanism left in the Indian system,  at least to admit and inquire about fake encounters, though without remedy in sight so far as National Human Rights Commission (NHRC) is a toothless body legally.

Otherwise, in organized and democratic system, the police and other security agencies were supposed to follow the rule of law, but are violating it with impunity and the unorganized criminal gangs of alleged terrorists etc may be having fear of law taking grave risk while committing the crime. 

From the report, the inference can safely be drawn that the police and other security agencies in India seem lost their faith completely in the process of rule of law and also at the same time in the Indian judiciary.

But in case of the complaint i.e. Full Commission Case No. 428/19/2003-2004/FC like many other cases, the National Human Rights Commission (NHRC) preferred to remain silent for the reasons best known to it:
