"Setting up a police post at this office is like asking cat to guard milk. The level of corruption in the Punjab Police is a common knowledge. Let us see how long the things move smoothly at this office."

For the reasons of service code of conduct and the other compulsions like danger to his life; Sub Registrar Mukesh Kumar Sharma may not be disclosing his ‘Service History Sheet Record’ and has to keep his lips tight that as to why he is not promoted so far and what are the shortcomings remained during his 21 years service period that his juniors superseded him?  

Is Mukesh Kumar Sharma really, intentionally and deliberately, badly assessed by the superiors in his ‘Annual confidential reports i.e. his ‘Service History Sheet Record’ only because of his honesty or there are any other reasons of not getting his promotion due since long?  

The way Mr. Mukesh Kumar was manhandled, shabbily treated, isn’t of any indication of a well thought plan to create circumstances to get him (honesty) killed by creating the momentarily hot wave against him like witnessed recently to name it all accidental and minor case of death or should he be made to collapse of his own under the tense circumstances?

Who will answer all this and the similar cases must be happening silently and unnoticed in the country?

The appointment of Mr. Mukesh Kumar Sharma as Sub-Registrar, Ludhiana is being taken a political strategy from the very day of appointing him alone for the job.

It seems to be rightly proved to kill not only two birds with one stone but more than this as the net result of the appointment and episode.

The boasting of victory of middlemen including the lawyers is nothing but the way honesty condemned and Mr. Mukesh Kumar Sharma was maltreated by all means, would be remembered as unbecoming of citizens on their part of the country and all stand exposed.

The message may be now to bring forward and prove that there is no place for the honesty sacrificing Mr. Mukesh Kumar in this manner, all other officials corrupt except him and similarly the middlemen i.e. property dealers, sub agents from the selected press and their supporters exposed.

For factual reporting, the role of the press like ‘Indian Express’ is required to be exceptionally applauded. In nut shell, the only honest official exceptionally maltreated, discouraged and the mischief encouraged without any permanent remedy and solution in sight for reasons best known to the administration and higher ups especially government of Punjab who remained silent for the lapses to target the honesty so far.

Advocates have turned into most corrupt, unaccountable and manipulative professionals in the country and need to be nailed down.

They are controlled by own council which is based on votes and thus politics and has suffered same degeneration.

Bar Council must have 50% governors from private citizens and judges etc so as to nail them down and this stupid act has to be changed.

It is exceptionally and really very daring and factual reporting by the reporter, Ms Amrita Chaudhry who deserves all appreciation for the daring act. 

Under the circumstances, the system is such that the honest is rarely protected as is the case in hand. 

I could not find any single person ready to come in open support of Mr. Mukesh Kumar, Sub-Registrar, Ludhiana.  

Even, I myself can’t dare to interfere, comment and act to help more than this regarding the incident as witnessed by many law abiding people helplessly in face of the extent of corruption and might is right prevailing in the system.  

Again, I congratulate Ms Amrita Chaudhry for the eye-opener reporting exceptionally though the system is not likely to come into action for providing justice despite all such happenings since long and shall always likely to remain so without any solution in sight in near future so long the corruption allowed and forced.

Ludhiana, February 25 The sub registrar's office on the Ferozepur Road has finally got a police post. This post, which falls under the Sarabha Nagar Police Station, has come after Deputy Commissioner Sumer Singh Gurjar ordered for more security in its premises.

The orders came after its Sub Registrar Mukesh Kumar was reportedly manhandled by some lawyers, a couple of weeks ago.

Moreover, the public coming to the office for land registries too felt a need of a proper security system.

"We carry a lot of cash to get land registries done. There is always a lurking fear of bag being snatched away by some one. Earlier, the place was very unsafe," said Suvir Sharma.

Trader Parminder Singh added, "The need of security can be gauged from the fact that some people forcibly entered Mukesh Kumar's office and roughed him up. If an officer can be treated so shabbily, then one can imagine what would happen to us in a condition like this."

But Kahniya Lal, a resident of Haibowal, has a different take. "Setting up a police post at this office is like asking cat to guard milk. The level of corruption in the Punjab Police is a common knowledge. Let us see how long the things move smoothly at this office."

Meanwhile, SSP R K Jaiswal said, "This is a stern warning to the people who try to create mischief at this office. Such a behaviour will not be taken lightly." Meanwhile, work progressed as usual at the office here today with both Ludhiana East and West offices cleared over 400 land registries.

Admn wakes up, more security at sub-registrar office 

Ludhiana, February 9 The district administration has finally woken up to the needs of the sub-registrar office but not before the man who had been making these endless requests landed in a city hospital.

Deputy Commissioner Sumer Singh Gurjar has asked SSP R K Jaiswal to make proper security arrangements at the sub-registrar office. The order comes after court sub-registrar Mukesh Kumar was ‘abused and manhandled’ by some lawyers, which finally landed him in a hospital. Kumar is still on leave. (See box)

Meanwhile, providing proper security at the office has been a long pending demand of the sub-registrar himself. Initially, the office of land registry for Ludhiana west was situated in the Mini Secretariat while that of Ludhiana east was located in Transport Nagar. It was in September 2007 that both these offices were shifted to the Ferozepur Road.

Though there is no official count, yet on an average nearly 2,000 people visit the office daily. And with the absence of any security on the campus with huge amount of cash being exchanged, people entering into brawl frequently, mobile snatching and even cash snatching becoming a norm of the day, a lot needs to be done.

Balwant Singh, a resident of Aman Nagar, said, "It is the middlemen, agents and other unscrupulous elements who make the working at this office very difficult. Pickpockets move about freely without any fear of being caught."

Kartar Singh, a resident of Haibowal Kalan, said, "The reality is that after Mukesh Kumar took over, he had made it very clear that if one wants to get his work done, he/she has to fulfill all the formalities. The general public is very happy with the move but middlemen who used to make Rs 4,000 per land registry have lost their business. These are the people who would take money from people like me and assure to get the work done."

Recounting the events when Kumar was abused by a handful of unidentified people, an eyewitness said, "There was this group of men some of whom were wearing black coats like the lawyers do. These people entered the office of Mukesh Kumar and began pressurising him to do their work out of turn. Mukesh asked these people to stand in queue and when he refused, the group began abusing him. The incident took place for two consecutive days."

DC Sumer Singh Gurjar:

The incident that took place the last week is not an isolated case. Government officials do face these kinds of things during the course of their duty. The real fact is that some people try to interfere with the work of the government. Hence, I have asked the SSP to see that proper arrangement of security is made at the sub registrar office.

SSP R K Jaiswal:

I have asked Sarabha Nagar DSP to look into the matter immediately and provide proper security at the office. At the same time, I have also sent a strong message to the group of people who created mischief last week that this kind of offence will not be taken lightly. Here is one honest man, who is trying to put things in the right order and instead of co-operating with him; these anti-social elements try to stop him from carrying his duty.

In the 21 years of my service, I have never felt so humiliated. I joined the Ludhiana office in August last year and was transferred here as a reward for my honesty. Look, this is what I had to face. Security is a main issue at the office as we handle a lot of cash. My request is please let me work with dignity. I need policemen on guard at the office so that no bad elements can create nuisance for my staff or the general public

Ludhiana, February 6 Barely six months ago, Chief Minister Parkash Singh Badal appointed him court’s sub-registrar in recognition of his honesty and integrity towards his work. Today, the same man is recuperating at an intensive care unit of a local hospital.

Reason: Mukesh Kumar was reportedly abused and manhandled after he refused to entertain them out of turn.

Mukesh’s family said, “This is all because of the manner in which some people, mostly advocates, have been misbehaving with him over the last couple of days. The district administration did not support him in his cause,” said Mukesh’s brother Hari Om Sharma.

Mukesh was ‘manhandled’ by some advocates, as he did not take up their land registries cases. He came to work on Wednesday morning; however eyewitnesses said that, “some people began abusing him and he complained of ill health.”

He was rushed to nearby Raghunath Hospital, where he is recuperating in the ICU.

 “For the last four days, some people have been harassing my brother. Mukesh approached the deputy commissioner last evening and pleaded to be sent on leave for at least a day, as he was feeling under the weather. However, the DC declined his request,” said Hari Om.

Deputy Commissioner Sumer Singh Gurjar said, “I purposely did not send Mukesh on leave for this is what some people want. Some unscrupulous elements, who take bribes for getting land registries done, want Mukesh to go on a leave so that they can have an open field. Last evening when Mukesh came to me, I convinced him to stay on duty and take the bull by its horns.”

 When asked as to why be the district administration is not supporting one of its own officers, Gurjar said, “We are with Mukesh. It is just that he takes things to his heart. I have told him to name the people who have abused him and we will get cases registered against them.”

Meanwhile sources at the sub-registrar office claimed that, “There is a clique of lawyers who get land registries done after taking around Rs 4,000 per registry. When Mukesh Kumar took over the charge, cases were solved as per a number allotted to people. Some members of the staff of this office too are involved with the lawyers.”

Paropkar Singh Ghuman, President, District Bar Association, denied involvement of any advocate. “We all know how honest Mukesh is and we have no issues with him.

Some of our advocates do have some issues with his staff, who misbehaved with them. As far as Mukesh is concerned, we fully support him.”

As if the hospitalisation of sub-registrar, Mukesh Kumar, after a controversy erupted with advocates and property dealers, was not enough, a number of local advocates have demanded action against him for allegedly misbehaving with them.

Mukesh Kumar, a tehsildar, was rewarded for his honesty by the Chief Minister himself and posted as sub-registrar, Ludhiana, an office that makes crores for the state exchequer every month owing to skyrocketing prices of land.

He was hospitalised in the Intensive Cardiac Care Unit yesterday after he complained of discomfort while working in his office. Already a heart patient, Mukesh was diagnosed with stress reaction. His family had stated that he was paying a price for his honesty as he had angered affluent and influential people of the city by not toeing their line.

Mukesh had an argument with some advocates and property dealers over some documents pertaining to sale of a property on Tuesday. He had walked out of the office. He had applied for leave to the deputy commissioner who had declined it.

He was convalescing at a hospital today when the advocates, led by David Gill, submitted a complaint with the president of the district bar association, deputy commissioner, Chief Minister, Punjab, and Punjab and Haryana High Court Chief Justice demanding action against him.

In the complaint, signed by a number of advocates, Gill said Mukesh had banned their entry in the office. He had even thrown documents at their face when he had refused to execute a sale deed.

The lawyers have now demanded strict action against the sub-registrar for his alleged misconduct and misbehaviour.

Highly placed sources said Mukesh had not banned the entry of anybody in the office. It was just that he had refused to execute a sale deed questioning the accuracy of the documents.

Meanwhile, the DC assigned naib tehsildar Joginder Singh to work as acting sub- registrar in the absence of Mukesh Kumar.

ਸ੍ਰੀ ਸ਼ਰਮਾ ਨੇ ਆਪਣੀ ਇਸ ਨੌਕਰੀ ਦੌਰਾਨ ਲੌਂਗੋਵਾਲ, ਪੰਜਾਬ ਰਾਜ ਬਿੱਜਲੀ ਬੋਰਡ, ਅਹਿਮਦਗੜ੍ਹ, ਧੁਰੀ, ਦਾਖਾ ਵਿਖੇ ਕੰਮ ਕੀਤਾ, ਇਮਾਨਦਾਰੀ ਕਾਰਨ ਉਨ੍ਹਾਂ ਦੀ ਸਭ ਪਾਸੇ ਚਰਚਾ ਹੋਣ ਲਗੀ।ਗ਼ਲਤ ਕੰਮ ਕਰਵਾਉਣ ਵਾਲੇ ਉਨ੍ਹਾਂ ਦੇ ਹਮੇਸ਼ਾ ਵਿਰੋਧੀ ਰਹੇ ਅਤੇ ਤਬਦੀਲੀ ਕਰਵਾਉਣ ਦਾ ਯਤਨ ਕਰਦੇ ਰਹੇ।ਪਿਛਲੇ ਵਰ੍ਹੇ ਅਕਾਲੀ-ਭਾਜਪਾ ਸਰਕਾਰ ਹੋਂਦ ਵਿਚ ਆਉਣ 'ਤੇ ਉਨ੍ਹਾਂ ਦੀ ਇਮਾਨਦਾਰੀ ਦੀਆਂ ਗਲਾਂ ਸੁਣ ਕੇ ਮੁਖ ਮੰਤਰੀ ਪ੍ਰਕਾਸ਼ ਸਿੰਘ ਬਾਦਲ ਨੇ ਉਨ੍ਹਾਂ ਦੀ ਬਦਲੀ ਲੁਧਿਆਣਾ ਪੱਛਮੀ ਦੀ ਬਤੌਰ ਸਬ-ਰਜਿਸਟਰਾਰ ਕਰ ਦਿਤੀ।ਲੈਂਡ ਮਾਫੀਆ ਜੋ ਗਲਤ ਰਜਿਸਟਰੀਆਂ ਕਰਵਾਉਣਾ ਚਾਹੁੰਦੇ ਹਨ, ਉਨ੍ਹਾਂ ਦੇ ਬਹੁਤ ਵਿਰੁਧ ਹੋ ਗਏ,ਅਤੇ ਇਥੋਂ ਬਦਲੀ ਕਰਵਾਉਣ ਦਾ ਬੜਾ ਯਤਨ ਕੀਤਾ, ਪਰ ਸਫਲ ਨਹੀਂ ਹੋਏ।ਕਈ ਵਕੀਲ, ਜੋ ਆਪਣੀ ਵਾਰੀ ਤੋਂ ਪਹਿਲਾਂ ਕੰਮ ਕਰਵਾਉਣਾ ਚਾਹੁੰਦੇ ਹਨ, ਵੀ ਉਨ੍ਹਾਂ ਉਤੇ ਬੜੇ ਔਖੇ ਹਨ।ਉਨ੍ਹਾ ਦੀ ਇਮਾਨਦਾਰੀ ਕਾਰਨ ਸਰਕਾਰ ਨੂੰ ਵੀ ਆਮਦਨ ਵੱਧ ਹੋ ਰਹੀ ਹੈ,ਕਿਉਂ ਜੋ ਉਹ ਨਿਰਧਾਰਿਤ ਰੀਜ਼ਰਬ ਕੀਮਤ ਤੋਂ ਘਟ ਕੀਮਤ ਉਤ ਕਿਸੇ ਜ਼ਮੀਨ ਜਾਇਦਾਦ ਦੀ ਰਜਿਸ਼ਟਰੀ ਨਹੀਂ ਕਰਦੇ।

ਅਜ ਦੇ ਭ੍ਰਿਸਟਾਚਾਰ ਨਾਲ ਭਰੇ ਮਾਹੌਲ ਵਿਚ ਆਪਣੇ ਪੈਰਾਂ 'ਤੇ ਅਡੋਲ ਖੜ੍ਹੇ ਰਹਿਣ ਬਾਰੇ ਪੁਛੇ ਜਾਣ ਤੇ ਇਸ ਪੱਤਰਕਾਰ ਨਾਲ ਗਲਬਾਤ ਕਰਦਿਆ,ਸ੍ਰੀ ਸ਼ਰਮਾ ਨੇ ਕਿਹਾ, '' ਇਹ ਸਭ ਮਾਂ-ਬਾਪ ਦੀ ਸਿਖਿਆ ਦਾ ਅਸਰ ਹੈ।ਪਰਮਾਤਮਾ ਦੀ ਵੀ ਕਿਰਪਾਂ ਹੈ ਜੋ ਮੈਨੂੰ ਆਪਣੀ ਡਿਊਟੀ ਪੂਰੀ ਲਗਨ ਤੇ ਇਮਾਨਦਾਰੀ ਨਾਲ ਕਰਨ ਦੀ ਸ਼ਕਤੀ ਬਖ਼ਸ਼ਿਸ ਕੀਤੀ ਹੈ।'' ਆਪਣੀ ਗਲ ਜਾਰੀ ਰਖਦਿਆਂ,ਉਨ੍ਹਾਂ ਕਿਹਾ,''ਸਾਡੇ ਦੇਸ਼ ਨੂੰ ਆਜ਼ਾਦ ਕਰਵਾਉਣ ਲਈ ਕਰਤਾਰ ਸਿੰਘ ਸਰਾਭਾ,ਲਾਲਾ ਲਾਜਪਤ ਰਾਏ,ਭਗਤ ਸਿੰਘ,ਰਾਜਗੁਰੂ,ਸੁਖਦੇਵ ਵਰਗੇ ਸ੍ਹੀਨਦਾਂ ਨੇ ਮਹਾਨ ਕੁਰਬਾਨੀਆਂ ਕੀਤੀਆਂ ਹਨ।ਮੈਂ ਉਨ੍ਹਾਂ ਦੀ ਸੋਚ 'ਤੇ ਪਹਿਰਾ ਦੇ ਰਿਹਾ ਹਾਂ ਅਤੇ ਉਨ੍ਹਾਂ ਦੇ ਸੁਪਨਿਆਂ ਦੇ ਭਾਰਤ ਵਾਸਤੇ ਕੰਮ ਕਰ ਰਿਹਾ ਹਾਂ।''

ਅਜ ਹਰ ਵਿਭਾਗ ਵਿਚ ਸਿਆਸੀ ਦਖਲ-ਅੰਦਾਜ਼ੀ ਬਹੁਤ ਹੈ ਅਤੇ ਅਕਸਰ ਗਲਤ ਕੰਮ ਕਰਵਾਏ ਜਾਂਦੇ ਹਨ,ਬਾਰੇ ਪੁਛੇ ਸਵਾਲ ਦਾ ਜਵਾਬ ਦਿੰਦੇ ਹੋਏ,ਸ੍ਰੀ ਸ਼ਰਮਾਂ ਨੇ ਕਿਹਾ, ''ਮੈਂ ਆਪਣੇ ਮੰਤਰੀ ਜੀ ਜਾਂ ਵੱਡੇ ਅਫਸਰ ਨੂੰ ਸਾਫ ਕਹਿ ਦਿੰਦਾ ਹਾਂ ਕਿ ਮੈਂ ਕਾਨੂੰਨ ਅਨੁਸਾਰ ਹੀ ਕੰਮ ਕਰਨਾ ਹੈ, ਕੋਈ ਗਲਤ ਕੰਮ ਨਹੀਂ ਕਰਨਾ।ਮੇਰੀ ਬਦਲੀ ਜਿੱਥੇ ਮਰਜ਼ੀ ਹੈ ਕਰ ਦਿਓ,ਹਰ ਥਾਂ ਇਮਾਨਦਾਰੀ ਨਾਲ ਸਹੀ ਕੰਮ ਹੀ ਕਰਾਂ ਗਾ।'' ਉਨ੍ਹਾ ਦਸਿਆ ਕਿ ਪਿਛਲੇ ਸਮੇਂ ਇਕ ਦੋ ਵਾਰੀ ਉਨ੍ਹਾਂ ਨੂੰ ਗਲਤ ਰਜਿਸ਼ਟਰੀਆਂ ਕਰਨ ਲਈ ਦਬਾਓ ਪਾਇਆ ਗਿਆ ਸੀ,ਪਰ ਉਨ੍ਹਾਂ ਨਹੀਂ ਕੀਤਾ।ਇਕ ਵਾਰੀ ਉਨਹਾਂ ਦੀ ਬਦਲੀ ਕਰ ਕੇ, ਤਬਦੀਲ ਹੋ ਕੇ ਆਏ ਅਫਸਰ ਪਾਸੋਂ ਕੰਮ ਕਰਵਾ ਲਿਆ ਗਿਆ।ਇਸੇ ਦੌਰਾਨ 1992 ਵਿਚ ਉਨ੍ਹਾਂ ਤੋਂ ਜੂਨੀਅਰ ਨਾਇਬ-ਤਹਿਸੀਲਦਾਰ ਨੂੰ ਪ੍ਰਮੋਟ ਕਰ ਕੇ ਤਹਿਸੀਲਦਾਰ ਬਣਾ ਦਿਤਾ ਗਿਆ ਸੀ,ਉਹ ਹਾਈ ਕੋਰਟ ਗਏ ਤੇ ਕੇਸ ਜਿਤ ਲਿਆ।ਉਸ ਤਹਿਸੀਲਦਾਰ ਨੇ ਆਪਣੀ ''ਰਿਵਰਸ਼ਨ'' ਵਿਰੁਧ ਰਿਟ ਕੀਤੀ ਹੋਈ ਹੇ,ਜਿਸ ਦਾ ਫੈਸਲਾ ਹਾਲੇ ਹੋਣਾ ਹੈ,ਇਸ ਲਈ ਹਾਲੇ ਤਕ ਉਨ੍ਹਾਂ ਦੀ ਬਤੌਰ ਤਹਿਸੀਲਦਾਰ ਤਰੱਕੀ ਨਹੀਂ ਹੋਈ,ਭਾਵੇ ਉਹ ਕੰਮ ਤਹਿਸੀਲਦਾਰ ਵਾਲਾ ਹੀ ਕਰ ਰਹੇ ਹਨ।ਜਦ ਦੂਸਰੇ ਅਫਸਰ ਕਾਰਾਂ ਵਿਚ ਦਫਤਰ ਆੁਂਉਦੇ ਜਾਂਦੇ ਹਨ, ਉਹ ਆਪਣੇ ਦਫਤਰ ਬੱਸ ਜਾਂ ਆਟੋ ਵਿਚ ਬੈਠ ਕੇ ਜਾਂਦੇ ਹਨ,ਇਸ ਬਾਰੇ ਉਨ੍ਹਾਂ ਨੂੰ ਕੋਈ ਸ਼ਰਮ ਨਹੀਂ ਹੈ।ਉਨ੍ਹਾਂ ਨੇ ਕੋਈ ਜਾਇਦਾਦ ਨਹੀਂ ਬਣਾਈ,ਆਪਣੇ ਭਰਾਵਾਂ ਦੇ ਘਰ ਰਹਿ ਰਹੇ ਹਨ।

ਇਕ ਹੋਰ ਸਵਾਲ ਦੇ ਜਵਾਬ ਵਿਚ ਉਨ੍ਹਾਂ ਦਸਿਆ ਕਿ ਉਨ੍ਹਾਂ ਨੂੰ ਆਪਣੀ ਡਿਊਟੀ ਇਮਾਨਦਾਰੀ ਨਾਲ ਨਿਭਾਉਣ ਲਈ ਜਿਥੈ ਆਮ ਲੋਕਾਂ ਤੋਂ ਅਥਾਹ ਪਿਆਰ ਤੇ ਸਤਿਕਾਰ ਮਿਲਿਆ ਹੈ, ਅਨੇਕਾਂ ਹੀ ਸਮਾਜਿਕ ਸੰਸਥਾਵਾਂ ਨੇ ਉਨ੍ਹਾਂ ਦਾ ਸਨਮਾਨ ਵੀ ਕੀਤਾ ਹੈ।'' ਮੇਰੇ ਮਾਤਾ ਜੀ ਹਮੇਸ਼ ਇਹੋ ਪ੍ਰਾਰਥਨਾ ਕਰਦੇ ਹਨ ਕਿ ਇਸੇ ਤਰਾਂ ਇਮਾਨਦਾਰੀ ਨਾਲ ਸੇਵਾ ਕਰਦਾ ਰਹਾਂ ਅਤੇ ਮੇਰੇ ਵਿਚ ਜ਼ਰਾ ਵੀ ਹੰਕਾਰ ਨਾ ਆਵੇ।'' ਉਹ ਆਪਣੀ ਜ਼ਿੰਦਗੀ ਤੇ ਕੰਮ ਤੋਂ ਪੂਰੀ ਤਰ੍ਹਾਂ ਸਤੰਸ਼ਟ ਹਨ, ਆਪਣੇ ਬੱਚਿਆਂ ਨੂੰ ਵੀ ਇਕ ਸਿੱਧੀ ਸਾਦੀ, ਸੱਚੀ ਸੁਚੀ, ਨੇਕ ਤੇ ਪਰਉਪਕਾਰੀ ਜ਼ਿੰਦਗੀ ਬਿਤਾਉਣ ਲਈ ਸਿਖਿਆ ਦਿੰਦੇ ਹਨ।ਉਹ ਕਹਿੰਦੇ ਹਨ, ''ਅਸੀਂ ਆਉਣ ਵਾਲੀ ਪੀੜੀ੍ਹ ਨੂੰ ਵੀ ਜਵਾਬਦੇਹ ਹਾਂ ਕਿ ਉਨ੍ਹਾਂ ਲਈ ਕੀ ਕੀਤਾ ਹੈ?'
