A  BOMB BLAST AT LUDHIANA CAUSE OF CONCERN FOR ALL PUNJABIS IN INDIA 

The bomb blast raises eye brows having a many questions in mind. The way recently protests and rallies were allowed, arranged and planned in favour of non-Punjabi labourers in Ludhiana and elsewhere and vice versa, points out towards a conspiracy in order to create unrest and hatred wave against Punjabis in India.  

The question arises as to who will be benefited from the hatred caused in this manner, the criminal politicians in the system or public or it is being done to promote some individuals/group by the heinous and inhuman act? 

Nothing can be said clearly at this stage without impartial investigation by the independent agency. However, all sections of society must condemn the heinous and inhuman act.

DO NOT CALL TURBANED LAP DOGS FORMER DGP KPS GILL AND LIKE OTHERS

The promptly, without any investigation declaring that so and so are likely to be involved is routine to say by the officials, ex-officials, cats and other beneficiaries of the circumstances as stooges in India then why to single out only former DGP- KPS GILL and like him others for calling them Turbaned lap dogs. Are the people using this type of language not finding them acting in the same way?

Truly speaking, former DGP- KPS GILL and like him others are exposing the inefficient working and spoiled system of India. For the purpose, you can find lot of contradictions in their statements for the benefit of their own criminals so named routinely and conspiringly.

It is nothing but modus-operandi to promote their men by words and criminal acts like now a bomb blast at Ludhiana and other places. With the result, the entire Indian political system turned into is ruled by the criminals.  It is a big negative contribution of Indian agencies to bring Indian system to this end.

Moreover, former DGP- KPS GILL and like him others do possess to expose a treasure of ‘factual and authentic criminal history’ adapted to rule in India through inhuman ‘National Policy and Strategy’ remained operative in Punjab against Punjabis and still continues as it is more clear from the blast.

Their conscious can awaken them anytime to expose the inhuman ‘National Policy and Strategy’ and that may show the ‘factual and authentic criminal history’ operational in India.

After their exposure, India is most likely to change into a true and real welfare State within no time in practice to claim a respectful position in the World.

Police in India spells fear and trouble in the common man's mind  for the reason of hurry to extort and to fetch maximum money at the first stance itself from the common man entering in police station though he may be complainant or caught as a petty accused under the garb of search called Jamatalashi even beaten severely at the entry point itself openly.

Secondly, due to the combination of undue top political pressure and influence and affect of bribe on the subordinates, they terrorize common man as well as honest, may be from well to do family, mean to say whosoever is not influential in kind or power according to their assessment, humiliated in their hands.   

But if the pressure is without bribe, in that case, the police do not bother much for pressure alone. In that situation, the officials do make up their mind not to trouble unnecessarily the victim of circumstances. 

But in very rare to rarest cases, young blood policemen being a new comer and rarely the old one do act morally and show the spirit of honesty and impartiality in investigation without any greed even facing reasonable risk and odd state of affairs as I personally experienced in life. They deserved to be respected.  

Indian politicians misuse police and adapt all evil means and designs to let down their opponents including common man.

the NSA said that “very often such agencies develop their own momentum and are difficult to control”

Dangerous to plead

Sir,

Is it defensive argument to say, “While he did not absolve the Pakistani establishment of its “inability to rein in the ISI”, the NSA said that “very often such agencies develop their own momentum and are difficult to control” and absolve our own Indian central agencies for the past inhuman and heinous acts against our own people especially minorities? 

Does it not amount to a confession on the part of National Security Advisor M K Narayanan for the excesses/blasts being carried out in India by Indian central agencies to create terror and develop their own momentum and are difficult to control”? 

Here ‘Such agencies’ do mean the agencies of any country to be taken as they develop their own momentum and are difficult to control”. 

Can it be safe to draw an inference that whatever happened in Punjab and elsewhere in the past three decade, it was all agencies developed momentum while remaining out of control to kill Punjabis especially Sikhs? 

But former DGP K.P.S. GILL conveys something else when he writes:

“The real question is whether a strategy of State Terrorism was adopted by the police; and the answer is unequivocally in the negative in a letter to Prime Minister I.K. Gujral on the death of Ajit Singh Sandhu on 30 May 1997. Recently he further clarified that it was all done under the ‘National Policy and Strategy’ only not by the police.

Thus National Security Advisor M K Narayanan has chosen very cheap route of escapism to justify the past inhuman and heinous crimes committed against their own citizens by the government of India as pointed out above.

To whom to believe and trust to blame even for the present inhuman occurrences?

The game of terrorizing the innocents has not given up so far as being experienced.

We Pray to God that better sense may prevail.

‘A Constitutional commission’ under the supervision of Supreme Court of India must be set up

In case meaningful and adequate action initiated against former DGP K.P.S. GILL by a ‘Constitutional commission’ under the supervision of Supreme Court of India   as former DGP K.P.S. GILL has himself demanded setting up of such a ‘Constitutional commission’ so that ‘National Policy and Strategy’ of the Indian Central agencies should come out and former DGP K.P.S. GILL and others would do everything to expose the government of India as to how Punjabis especially Sikhs killed in the past and same policy is going on in a planned way. 

It is now an open secret that the indiscipline in police and other related agencies is due to criminality in Indian politics. The truth has to come out one day and the culprits would be facing justice for the crime i.e. the genocide of minorities is always planned in India. 

Former DGP K.P.S. GILL rightly said that due to the reasons, a commission to study all aspects of terrorism in the state might not suit any government, however, the people of Punjab deserve to know what was the truth, who fanned the militancy and how terrorism was brought “under control”.

Militants nabbed for Shingaar blast-The contradictory versions of prosecution stories as being reported in the press time to time since the occurrence of the heinous crime is not only legally convincing and could not be believed finally in the eye of law but it is also not appealing to any prudent mind. 

However, no one like me has any locus standi or allowed to interfere and the investigating agencies are free and expert to give shape and manipulate the prosecution story in arbitrarily manner and the poorer and uninfluenced are always fixed at will to cover up and complete the investigation of pending cases by hook and crook under the system. 

Whatever is being commented by me is nothing new in the context of this particular case as it is general practice in India to the knowledge of all investigating agencies seriously concerned and Indian courts are also not in dark and exception to it. 

To cry for justice at all level is right of everyone and now I as a common man pray for justice in general for all before CM Badal sahib and his family members who are more familiar and experienced with the practice and system especially when CM Badal sahib himself is controlling Punjab and supervising the system. 

I am optimistic to get justice and hope for change in the prevailing system when the whole World is watching to see and expect India to become a true welfare democratic mature State of the World.

Is it investigation or something else to cover up? In open violation of ‘Rule of Law’, the investigating agencies do confess about the unconvincing, impartial and perfunctory manner investigations, planting false recoveries and the arrests of the innocents are always due to undue political pressure and influence and for the other considerations.

From where does police arrange RDX?

When, how, who does decide as to why the particular accused according to his suitability in each specific criminal offence and case finally to be booked or not, never answered?

To my knowledge and experience till date, the police can bring revolutionary change in law and order situation provided it is honest.

But mostly the police by different illegal means and on the pretext of inquiry, intentionally puts the person(s) according to its choice in fear of injury to the persons, or to any other, and thereby dishonestly induces the persons so put in fear to deliver to any persons any property or valuable security or anything signed or sealed which may be converted into a valuable security, commits always “extortion” and the police itself is a great source of criminals breeding in India especially in Punjab.

The menace is in open knowledge of administrators and the politicians who come up to the stage of honour through the process of touting, informers etc.

Whoever did embezzle the huge property in the process is criminal and the Indian police are bossing all of them and always behave like head of criminals in India.

Recently, during discussion and off the record arguments, I narrated the real story before a Deputy Commissioner that when I was a law student, then it was rightly said during an organized debate that the actual knowledge of law only could be learned by self involvement in a process facing the police atrocity in police stations.

But how and who can afford the process to get ruined his career? In reply to the question was that nothing more than this can be said or advised.

The reference was obvious that the breeding of criminals starts from the Indian police stations and police is no way only a law and order maintaining agency in India.

The perception is not changed in any manner so far.

New report on human rights violations in Punjab released

The union government must take concrete steps to hold accountable members of security forces who killed, or were responsible for the “disappearance” of youth besides having allegedly tortured Sikh youth during counter-insurgency operations in Punjab, demands a new report released by a human rights watch, Ensaaf and human rights lawyer R.S. Bains.

The government should establish a commission of inquiry, a special prosecutor’s office, and an extensive reparations programme.

The 125-page report, “Protecting the killers: a policy of impunity in Punjab, India,” examines the challenges faced by victims and their relatives in pursuing legal avenues for accountability for the human rights abuses allegedly perpetrated during the government’s counter-insurgency campaign. The report describes the immunity enjoyed by officials responsible for these alleged violations and the total failure of India’s judicial and state institutions to provide justice for victims’ families.

The report admits that in the beginning of the 1980s, Sikh separatists in Punjab committed serious human rights abuses, including the massacre of civilians, attacks upon Hindu minorities in the state, and indiscriminate bomb attacks in crowded places. It goes on to say that during counter-insurgency operations in Punjab from 1984 to 1995, human rights abuses were committed against the Sikhs. None of the key architects of this strategy have been brought to justice.

A key case discussed in detail in the report is the Punjab “mass cremations case,” in which the security forces are involved in thousands of killings and secret cremations throughout Punjab to hide the evidence of wrongdoing. The case is currently before the National Human Rights Commission, a body specially empowered by the Supreme Court to address this case. However, the commission has narrowed its efforts to merely establishing the identity of the individuals who were secretly cremated in three crematoria in just one district of Punjab. It has rejected cases from other districts and has ignored the intentional violations of human rights perpetrated by India’s security forces.

For more than a decade, the commission has failed to independently investigate a single case and explicitly refuses to identify any responsible officials. “The National Human Rights Commission has inexplicably failed in its duties to investigate and establish exactly what happened in Punjab,” said Brad Adams, Asia director at Human Rights Watch.

The report discusses the case of Jaswant Singh Khalra, a leading human rights defender in Punjab who was kidnapped and then murdered in October, 1995 by government officials after being held in illegal detention for almost two months. Despite credible eyewitness testimony that police chief K.P.S. Gill was directly involved in interrogating Khalra in illegal detention just days prior to Khalra’s murder, yet nothing was done in this regard.
